It's only weird if you don't listen to the songs that kpop groups put out these days. Groups release songs that aren't going to do well in the US. People really expecting groups to breakout with songs like Future Perfect, Girls, Up! and Sneakers? Twice similarly are stagnant putting out songs like Scientist and Nayeon recently Pop. From one listen you could tell these songs will not to well in the west.
BP are a group tailor-made for the US market and the sound they've kept since debut is a major part of that, these other groups are trying to be the jack of all trades with multiple markets. No-one is trying to develop naturally, everyone wants a piece of the US pie as quickly as possible.
BTS are pretty much a grass roots movements with how the fandom was built up in the US and is something you'll probably never see again. All these other new bg's are trying to jump the gun that it's not surprising that it's Stray Kids, a group that have taken a while to really break out and create their own sound, are doing the best internationally. They chart on the Bubbling Under for Maniac so a Billboard 100 debut is probably not too far away.

They are all competing for the same limited market, which is Western kpop fans.

IVE have done literally nothing that show slight interest to promo in US right now. I wonder how it will be like once they start promoting there if its anything similar to the efforts Starship did with Monsta X since Ive is only behind these 3 top groups on international charts without any promo.
I could see them start touring with only a couple of songs and still be successful.

It is not weird, because even a tiny portion of the humungous US market pie, makes more profit than an average portion of the S.Korean or other markets. China is possibly the alternative options, but their the regulatory challenges are hell.
Hence it makes sense for all K-pop groups to try the West/US. Even if they don't grow as large as BP/BTS.
