    (My *guess*) JOHN BOLTON was actually often trying to *avoid* having these TYRANT murderer people take power in South America nations ... Unfortunately , to leave these South America nations 'alone' to their *own destiny* , OFTEN resulted in CORRUPT TYRANTS coming to power ANYWAY ...
