I think the problem is a lack of a clear identity. I don’t stan any of these groups but I have a clear idea of the BTS sound and style, same for EXO, SKZ, NCT, Enhypen. I don’t think Seventeen has a signature sound or style or anything that makes their music or videos distinctive.
Statistically, they’re still the third group. Out of the three metrics, sales, digitals and touring, Seventeen is one of the leaders in every category but is behind BTS and EXO. On Spotify, they are the fourth highest bg (behind BTS, SKZ and EXO). They are the third highest seller on Hanteo and third highest on Gaon.
