From a business standpoint, it doesn't really make sense. Kind of like how if a really popular idol is wearing a brand without sponsorship they will censor the brand in their videos. Right now in Korea, Wonyoung has a really strong brand so it doesn't make sense to have her promoting other group's content all willy-nilly like that, friends or not. And no, it isn't just with Le Sserafim, but IVE hasn't actually promoted any other group's music or content like that outside of other Starship groups really.
But that aside, looking at their actual friendship, they Wonyoung and Sakura and Chaewon seem to be good friends regardless. Even if Wonyoung isn't allowed to post about it, they still follow each other on Instagram and as we know all Iz*One members share a group chat. Just because we don't see them congratulating each other online doesn't mean it doesn't happen in private.

I meant it *does make sense from a purely business standpoint
