I don't see a problem with that. The weaker dancer gets covered this way.
If you have to shadow (hide a member in a formation) you actually want a stronger dancer to be in the back. They have to accurately copy the moves of the member in front of them. If they don't execute that properly, it looks messy.
The mark of a good shadow is that you don't ever see them during that set of moves. That's more difficult than it would seem.

You have a point. But still they can have minimum moves to blend in instead of following same choreography as the person in front.
