People tend to drag groups for not having hit songs, but hit songs also put pressure on the groups to tailor their music to the public taste. Is it better for a group to have a strong fandom and try any concept/music they want? Not having hit songs can be more creatively freeing for groups.

Depends on what you consider hit songs but in the end the more money the better. Not every groups need a Gee, a Cheer Up or a Dynamite. Then if you consider a hit song below this tier of songs, like for example Twice's Fancy or other successful songs but not era defining, i'd say it would be bad thing cz you need those kind of popularity.
