Why don't you go to Twitter and ask that person why they didn't say anything? 
Moving one's shoulders in a stacatto fashion has been a fundamental aspect of various dance for god knows how many years. Of the top of my head I can think of ttaditional Spanish dance types that incorporate similar movements.
The choreo for Wannabe need not cause any malcontent with SJWs or any other would be constituent group as they have no basis with which to proclaim issue.
Dance is an evolving form that fundamentally depends on the sharing of various body movements as a building block of its artform.

Most of these "copying" controversies ignore the fundamental fact that all art builds on that which came before. And no art is truly "original" in a total sense.
It all pulls from various influence.
The masses who bristle at many of these alleged copying controversies are misguided by the illusion of total originality.
I just found out a lot of traditional dances use leg moves. I better not see anyone moving their legs in K-pop.
