Alot of people got away behind the scenes because the situation was aired on the thee news like a tv drama revealing one bad person per week. When you basically advertise you know where the bad guys are, common sense would dictate that by the time you revealed everything, those behind it would have already escaped and removed all evidence of their involvement.
