Thats kinda stupid
If a woman like me would go out without a bra than men would stare more onto my boobs cause they would move around a lot more under my shirt. I also don't like the feeling, especially when its hot in the summer and you sweat when skin would touch other parts of my body. And most women in my country also don't want to see anyone's nipples popin out of a shirt
A lot women who have small to almost no visible boobs here also just wear shirts that almost look like a top underneath their pullovers or t-shirts wich also helps them alot to avoid uncomfortable feelings etc.
It also would suck doing sports when you would constantly have your boobs bouncing around

by the way this might sound stupid but I still remember the day in which one of the most beautiful girls in middle-school was just wearing white slim longsleeve, and she didn't wear a bra. It was a sensation for the whole school lol...
one of my classmates had crash on her so he went so totally crazy that he even went to her and ask her about it...
of course it's women own decision to wear it or not but for example not wearing bra to work would depend on what kind of outfit you have on top of your body, if it's a something like a suit then yeah you don't need it, but with just a shirt people will for sure talk about this...
