Who decides to make songs unavailable on Spotify and why?

The 2 songs release with the song Lonly by SISTAR is unavailavble for me and I can't get why, anyone else has the same issue?

It's based on the terms of how long a Song is licensed to Spotify, so it's up to the Copyright holders to negotiate renewal. Not sure whom that is but Black Eyed Pilseung have the Composing Copyright
