Eventually. It’s all cyclical. Every new group faces the same problem - it’s inevitably compared to its more experienced peers, who have had more years to hone performance skills.
Since SM is so bg-heavy, this new group won’t just be compared to NCT, but also EXO and Shinee, who are still active and successful.
NCT Dream is still a long way from enlistment and the new Japan unit is mostly comparably aged to Dreamies, so those will remain strong and active contenders even when EXO wraps up final enlistments and 127 starts theirs.
Eventually, they’ll probably surpass but it’s certainly a much more competitive space now just within their own company, not even talking about other companies!

If they debut a new normal boy group I can see them reaching exo level if they pick the right members and songs
if the new group had public friendly music like exo, I think it'd be a verrry close competition

the premise is that the songs will be the same, the group itself would just have a more traditional concept.
