Generations are not periods of times that can't overlap. It's useless if you try to use it that way. They serve to group together groups based on various characteristics, debut date, and the stage of globalization kpop was at when they debuted.
4th gen started in 2018 with the debuts of Stray Kids, G-idle, and Iz*one. And before someone misinterprets me, this start applies to groups that came after them. 4th gen were 4th gen even when many 3rd gen groups were enjoying their peaks, they will be if fifth gen groups take over. Likewise, 3rd gen groups remain 3rd gen until today.
"__gen dominating" is imo a better way to word it. Generations are for groups that debut within them.
