I think there's several ways to assess a group's vocals:
Main vocal(s) only - how proficient the main vocalist is
Vocal line - includes the main and lead vocalists
Average vocals of the whole group - the group may not have a standout vocalist but all the members can hold and support a note
How do you personally assess a group's vocals? Who would you consider the strongest vocal groups using the criteria above?
