Muster is a fan meet cum concert. They need not hold it around Festa but at times they have. Festa is the BTS anniversary celebration which runs up for a week usually upto their debut date of 13th June.

FESTA has been a thing since their 1st anniversary. From the beginning of June to their debut date 13th June we celebrate BTS. Actually whole month of June but don't tell others. This celebration is what FESTA is.
MUSTER actually isn't related to FESTA. MUSTER concerts didn't use to happen in June or weren't particularly reserved for FESTA. MUSTER used to be just another concert in between their tours at first. They used to visit each of their hometowns during MUSTER concerts. Then since 5th MUSTER they started doing MUSTER concerts during FESTA. There have been only 3 concerts during FESTA.
