Seemed to me it has different meanings in different context...
to add on to what the people said above, it can also be added to a sentence when you're adding a negative or "countering" statement to a positive one.
eg: "this medication is good for weight loss, that being said, it may not be beneficial for people your weight."
"there are many upsides to moving to town A, that being said, a lot of areas are still in construction and unfinished."
i have almost only seen it used in this context^
