They just combined the number of songs that got the official certification from 2018-present and the number of song pre-2018 that Circle confirmed has passed a milestone whenever they release the Observation Notes.
Why pretend that bulk buying is actually banned?
All they did was stop allowing multiple purchases with a single account.
C-Fans will now just create multiple accounts and viola mass buying still exists. Just like on Bugs, Genie, iTunes etc.
Only issues now is that's it's a lot more work but c-fans go above and beyond to boost their faves numbers when it comes to streming, mass-buying, voting etc. Creating thousands of accounts is no big deal for them.

I'm guessing they're trying something new, MV drop then 16 hrs to circulate social media and build some more hype...if ppl love the song they'll all be returning at 6 pm with those who might be curious about why it's been trending all day.
