Your thoughts are wrong given how many women have committed suicide over acts their exes did because laws didn't help them, how weed is so detrimental but assault is not..sk's laws are very skewed but you keep this very sensitive subject still going when it has no place here. Drug facilitated rape is covered by federal law in the US under its several definitions of rape and sexual abuse btw. Plenty of sexual assault cases are prosecuted federally but they have to meet specific criteria. Same with most crimes including murder. States prosecute most crimes that happen strictly within their borders.
ok name one case that was FEDERALLY PROSECUTED that involves drug induced sexual assault. and not STATE prosecuted. I'll be here all week

and it's up to the STATE and NOT the federal gov. to carry out the punishment, ie - it's not a FEDERAL crime.
The whole reason SK has a specific federal definition for drug induced rape is because they consider it a lesser version of rape with lower minimums, hence why it's called quasi-rape in the first place
Same with non genital to genital rape. The first ever conviction for spousal rape came just a decade ago.

A big part of South Korea's lower sexual assault reporting and conviction rates is due to them having an archaic legal definition of rape where the victim has be forcibly held down and fight back for it to matter.

the US doesnt even have a FEDERAL penalty for "being drugged and raped" - it goes to the states and the punishment EACH state dishes out varies from state to state and to case to case - AND if the perpetrator has a good lawyer, they just go off with a FINE
