Yes and no.
Due to Red Velvet's dual nature with their Red and Velvet songs and SM's persistence in being experimental with their songs, Red Velvet have had a number of songs that didnt chart high. Like Automatic and Be Natural, then OOTN, then ZZB and UU. But their popularity in Korea has always been good, in some of those years they were even the no. 2 popular girl group in Korea.
ITZY's path has been different, in that their charting has been on a steady decline since their debut, while they're not that popular or wellknown with the Korean public.
But the right song at the right time will always make a difference, no matter what situation a group is in.
