It's because it's 499 KiB, but 511 kB. It has to do with binary vs decimal. Ki = 1024, k = 1000.

Yes I did. I even tried re downloading from source converting to video and back to gif but it's not working. I uploaded it as my own pfp for a second and it worked but then it won't work for them.
