The pevious game was already based on their version of California (the LA area specifically), as was San Andreas. They've just been revisting their previous locations (NY, LA, Miami) since GTA 4.

They should make a GTA game based on Alaska, Puerto Rico, or something else

Well, the early rumors were the map will be 3(?) times larger than GTA V's.
Or was it twice? I don't remember.
Don't worry. Rockstar Games won't gimp us on their versions of those areas.

Also, it's worth noting that Disney is family-friendly, and GTA isn't.
It will come to PC... eventually. Just don't expect to play it any time soon on that platform, and who knows what the spec requirements will even be by the time it does come. You might have to upgrade again.
