The whole thing is a joke.
Such "projects" has always been a part of politics. Every political party everywhere in the world seeks to place people who adhere to their vision in positions of influence in every aspect of the society.
Even if not explicitly placed, bureaucrats also have career aspirations and corruptions, will suck up to whichever narrative is in power, thereby becoming the agents of the ideology.
Political representation was to ensure bureaucrats serve the people, but in reality it ends up as bureaucrats serving the representatives.
It is naive to think this has not been happening so far and Republicans are inventing some new "conspiracy" with this Project 2025.
In fact Democrats (Left in general) do a better job of infiltrating "systems" - they are subtle and convincing that it is for people's own good that it should be done. The Republicans (Right in general) have no such subtlety and are easily blamed by the Left for being partisan/partial/conspiratorial etc., like this Project 2025.
A obvious attempt by the Dems, to ensure that Trumps are shamed/bullied into not implementing the exact same things they promised to implement without the label.,
So sure, such projects are constantly happening and will happen in the future too.

Planning groups need not to be labelled explicitly as thinktanks.
They could very well be innocuously named & operating as some NGO or PAC or lobbying firm or academic study circle, whatever.
And even if there is no such group - narrative influences in DNC or RNC elite are still going to be doing such things.
Or outside political parties, Soros sponsoring local prosecutors is another way to influence the system.
One of the open secrets of Left Success, is that it remains ambiguous and vague, not offering well named targets like The Heritage Foundation/Project 2025, while Right fumbles at that.

Just learnt that 90% of political donations made by federal employees in the last 3 elections have been to the Democratic party.
Which means that Democrats were already well into implementing their "project"
Same with academics etc.
As mentioned left is inherently collectivist - do it subtly, unannounced and as a matter of fact, good for the society
While Right which is inherently individualistic needs explicit moves to temporarily organize for such projects.
