I think your assessment is right, it's just a method to start an argument, mostly negative. But then again it's stupid and self diminishing if your (not you) opinions are formed according to someone else's opinion.

Their opinions arent better nor do they represent the majority of Koreans (or fandoms) but sometimes it gives context to things that may not have blown up internationally.

That, that's what I am saying. It's so weird to think like that but apparently it's a thing and koreans know that there is a thing and I feel some people or site actually translate people's opinions hence few users here post Korean netizens comments here. I can't miss ㅋㅋㅋㅋㅋ in the threads here, definitely written by koreans.
