If the user base is sufficiently small in a particular country, perhaps a dedicated fanbase could have an outsized influence on Spotify rankings? Maybe this could explain the Kazakhstan case.

Hmmm so we assume 700,000 Spotify users in Kazakhstan, that represents 3.61% of their population of 19,398,331 (source).
For comparison's sake, the United States boasts 65 million Spotify users (source), which represents 19.50% of their population of 333,287,557 (source).
So it would probably be a lot easier for a dedicated fandom to move the needle in Kazakhstan. But of course, this is only looking at two countries, so perhaps we can't draw too much of a conclusion.

In Japan, Ado is above TWICE. But I guess J-pop isn't pop.
In Brazil, there are 6 women above Taylor Swift. Okay, 5 aren't pop, but one is.
As someone mentioned Kazakhstan, there's a Russian girl in #1, but it looks like she does rap, not pop.
