Why do you think StayC/G(idle) can’t sell millions and tour well like Ateez (talking about groups not from big 4)?

They all don’t have big 4 privilege, but Ateez has no hits like StayC/Gidle but can already sell millions and have tours on same scale as Stray Kids. Why can Ateez sell/tour like a big 4 group without being from big 4 and having no hits, while other groups can’t?

Have StayC even gone on tour?

Ateez get to go on tour multiple times to grow their audience, have to put all the effort in to album sales because that's their only income streams. So naturally they'll have bigger tours and sell more, as that's where their majority of time is spent.

Girl groups who chart are wanted for varietys, cfs, etc and have to devote more domestic time then going on tour all the time. The drawback of getting their income from being in the GP spotlight is they want to stay in the GP spotlight.

Both StayC and Idle got raucous cheers from all the uni festivals they attended. Almost all uni festivals are just inviting girl groups as their the only ones who are known to their students.

Idle did their first major tour and then almost quadrupled their album sales. Their next tour will be far bigger and most likely seem them get near 1 million. So they'll be fine.

So in the end, your stupid setup question is easily answered - because they have different priorities. All 3 are going fine.
