Because they don't actually want more bright bg music. Most 4th gen bgs' concepts are dark either visually or musically or both, so for people who are only interested in a select few bgs, or not actually interested in bgs at all, saying they want more bright music is a quick way to dismiss most bgs. If most bgs were doing brighter music, these people would say they're tired of the aegyo and want more serious songs.
