It's been known since first gen that kpop is used by the government for PR and soft power. Kpop is as successful as it is today because it has and still does receive direct government funding and subsidies, this is one reason why there's soo many pop up agencies. The government has been using idols for spreading Korean culture and its influence for many decades. This is common knowledge here.
Some idols were means tested for light diplomatic work examples exo meeting with then president Donald trump when he visited Korea. There have been other instances with other idols such as vixx etc. BTS has been the unknown it was entirely unexpected that they get this much renown so the government will look at using them in the future for more serious diplomacy beyond the use of regular diplomats.
After all the stuff the group stands for publicly and then the speeches at the UN etc they are fully aware that they are not escaping politics you got into it and it will follow you forever.
