I just found out a Youtube channel called Japo where they have more than 200 videos for the Vietnamese public which also features videos with the Vietnamese girl band UniDia Check aka Uniche, Japanese singers and Japanese pornographic actresses which is kind of bizarre.

JAPO also released subtitles on some of their videos for the Cambodian and Burmese public very recently.

This Youtube channel exists since 2015 but has very few views. I suspect the Japanese government to be backing financially the Japanese company JAPO as part of their Cool Japan project. This is one of the most obscure and bizarre thing that I have ever seen.
