One thing to note is that Music Bank is heavily influenced by the broadcast score, which is based on how often an artist appears on KBS programming. Thus, my guess is that Fromis 9 has done significantly more promotion with KBS.
What's surprising to me is how Fromis 9 completely dominated the fan voting category. You'd think that Aespa would have a stronger fandom, but what it seems like is that while Aespa may have more fans, they're not nearly as dedicated on average.

Before you guys shade aespa, you guys better fact check.
Last week aespa lost because NO broadcast point. This week they lost also because of low broadcast point
Why so? Because of SM!!! let me comeback in the middle of having SMTOWN concerts and missed first week of comeback
Physicals poitns are wasted in first week. 2nd week low broadcast cause didnt let them attend any variety show
