Is in-state college or out-of-state college better?

I graduated from high school nearly half a decade ago. At that time, I was like "I want to go to college," then "I don't want to go to college," and now, here I am, actually wanting to go to college this time.

However, I want to go to college in another state.

Yes, I know that out-of-state college students pay more compared to in-state.

And no, I'm not gonna disclose what I want to study because that could change depending on my interests.

Right now I want to go to college before going to a university.

I have a MA and work in an academic field in which graduate degrees are required to enter, not working at a university though.

Do you know anyone who went to an in-state college and then an out-of-state university?

I went to undergrad university in my state and to grad school, out-of-state. But with grad programs they often offer financial incentives, as I received.

There's a state college near me, so yeah I'm talking about state college.
