Have you listened to Flipper's Guitar? They were kind of one of the originators of the Shibuya Kei style, along with Pizzicato Five. Not as electronic and poppy as what you mentioned, but you may hear some stuff from them that you like.
Very much leans into the plunderphonics side of it all though, with sampling and whatnot
