My guess the gesture is 'making this point'. Blah blah blahh blah (Point finger up)"but not a conservative". Its an assertive gesture.

But where did people learn this? It feels like someone portrayed a sassy character in a movie in the past and ever since certain people started copying each other to appear more assertive
