Le sserafim is less controversial than Ive/Newjeans due to having fewer minor members. Only Eunchae is a minor and she’s 17 meanwhile the other two has 14 year old members. Many people want to boycott Newjeans/Ive due to many minor members. They are arguably way more talented at dancing too. Their discography is always described as “no skip”. So why don’t they effortlessly get PAKs in Korea like Newjeans/Ive? Is it the Garam scandal or other reason?

Well first of all, I wouldn't call this a fact just yet. Their next comeback might go completely crazy and they will shoot up to NJ/IVE level. They very clearly gained a lot of popularity with Antifragile.
Otherwise it's pretty simple to explain why, the main reason is just the number of hit songs. Antifragile can for sure be considered a hit even if it didn't hit #1, longevity was insane and at any other release time it probably could have hit #1.
NJ and IVE debuted with smash hits, FEARLESS was great and did well but not really at the same level as other debuts.
If they come out with another hit song this comeback it might be all it takes to put them up there with NJ/IVE.
So simply put the main reason is just the amount of hit songs released. The level of popularity NJ/IVE is at requires releasing national hits.
