Pre 2018 songs get announced every month, or at least every quarter based on the evidence, if one song hits a threshold; usually later in the month than the 2018 and later songs. It just doesn’t look like every month since it’s becoming more and more rare since most songs that would hit those marks already have.

For example:

Spring Day 200m - announced June 2019

Spring Day 300m - announced December 2021

Blood Sweat and Tears 100m - announced August 2018

As If It’s Your Last 100m - March 2018

Playing With Fire 100m streams - August 2017

Considering these are all different months (and in 2018 the same year with different months), it refutes your point. Seems you just want to discredit BP and the song.

Those are all pre-2018 songs being announced in different months. If it was “once a year” as you said, all of those would be released in the same month, just different years.

Just accept, Cheer Up and other 3rd gen girl group songs just have less impact and so their longevity suffered.
