In the US, the venue is responsible for paying the licensing fees to the performance rights agency, not the artists. Under US copyright law, venues can license all works under any performing rights agency by paying the licensing fee. There aren't any US laws that allow a publisher to block a performance by a specific act.

Right, because YG was in a win/win. Why would they stop a what? 10 year old group from performing old songs? If they do well, they can say those songs were made while 2NE1 were at YG, if they don't they made their money.
