Jennie herself has basically admitted that idol life is incredibly tough on her body. Multiple times already. I highly doubt she's all that upset about the hiatuses.
Personally, i think she DOES want to continue to do music, but not the idol style, but more like how locals do it. More vocal and rap focused, much less emphasis on rigorous synchronized choreo. Look at this Little Mix clip as an example.

It's hard to know what's facts and whatnot.
I feel sorry for her if idol life is physically too demanding and painful for her.
We all know how intense idol life can be, with some fainting, others having to get an IV , never mind the injuries and sleep deprivation.
That said, if even a few concerts are already too demanding, and practically all music or comeback related activities need to be scrapped for years, then maybe something else is going on.
