I keep seeing people applying western PR tactics to KPop. They are not the same!
HYBE did not sign Garam with the intention of making a scandal happen to bring more publicity to the group and then drop her. The whole thing could have blown so far out of proportion that it wrecked the whole group. They can't control public opinion once it's out there. Also the thought of a company signing a 15 year old with the full intention of making her a hate figure is repulsive.
Secondly, Jennie and V were in that car and ya'll will have to deal. And all it means is all it means. Two people (could have been more, we didn't see the back half of the car) can be driving somewhere for multiple reasons. But I'm a pretty nifty editor and that "edit" pic from the supposed original would be very expert work. And immediately undone by the companies either saying "nope, you're not going to drag our artist into nonsense" or just by Jennie showing herself at home with her orange hair. They are not helpless voiceless victims.
If there was a simple explanation that wouldn't have fans shakingscreamignthrowingup we'd have got it. And just confirming the reality of the picture will cause that. They can't say anything but "no comment", and it's not because it's a government cover-up, it's because their fans are crazy.
