Did Bighit keep the PROOF release dates so close to festa because they didn't wanna invest in festa this year??

We all are wondering why they released this anthology album in between the year, if it's indeed a goodbye album before enlistment. We used to have festa every year at the same time and apart from comebacks it was the most fun and exciting time for ARMYS.
