Is the reason HYBE refuse to kick Garam because she is supposed to be the center?

When looking at most of their promotional images, she seems to be in the center a lot, or sharing the center with Sakura, something Iz*One company used to do a lot with Wonyoung and Sakura.

If you think about it, if the company already predicted her to be their golden goose, they probably already put all their hopes and dreams into her becoming the next big thing and intended to give her a lot of push only for the allegations to break out. So it makes sense they would do all they can to hold onto her.
