are they even 4th generation?

I said almost in their 5th year, I know when they debuted and I have been following them since debut, so I’m definitely not clueless. This is my take on their career and I’ve definitely not heard anyone call them monster rookies. Latata was probably their best song yet and they were on a downfall before tomboy.
My bad, you said "almost" indeed. I didn't pay attention.
With that being said, it's kind of a controversial phrasing; you could have just said they're a 4yo group. Phrasing it like you did sounds like some psychological tactic used to make them look like older than they are. Like companies who sell their products for $19.99 so the customers don't feel like they're paying 20 bucks.
Yes, they've been called monster rookies, for whatever it's worth.
Remember that they won their first music show win 3 weeks after debut only, when most groups used to achieve that after 1 to 3 years (see GFriend, Oh My Girl...).

And no, (G)I-DLE was not on a downfall before TOMBOY. They were on the rise ever since Queendom. The only concern came from the controversy which left many to wonder how they would fare with their next comeback, after a 1+ year long hiatus. And now we know, they haven't lost one bit of their relevancy. So I don't know where this "downfall" narrative comes from.

Some good points over here. I did forget about gidle’s participation in queendom. That definitely did give their career a boost. I might sound like I’m being too harsh here, I am looking foreward to what else they’re going to be releasing in 2022.
