Underage smoking doesn’t mean bullying but mostly delinquents are the ones who smoke underage. I think OP added it to show in what circles she was since the stereotype of someone underage smoking and hanging out with weird people is really reality in Korea. Also, that she publicly posted it, underlines it.
Due to the recent other bully controversies, I won’t take any sides though.
