The South Korean government itself calls it quasi-rape actually. The conviction was deemed to be "special quasi-raping" by the courts. The definition is apparently "multiple people collaborating to have illicit sexual intercourse with a person who was unconscious or unable to resist". Quasi though... the hell. Rape is rape.
You can tell they were pressured to make that illegal and not something they wanted or advocated for
