Culture exchange happens even when a country/territory is dominated by another. It's what happened when the Mongols invaded Eurasia. The Mongols literally TOOK OVER Jeju.

Jeju was a mostly sparse island, there was nothing for the Mongols to conquer. They just occupied it as an outpost after conquering the main Korean cities in the peninsula. The Mongols were just passing by Jeju on their way to attempt to conquer Japan. And just like English terms or dim sum, foreign cultural elements can travel anywhere. The problem is trying to manipulate a distorted connection. Koreans can’t claim culture from an invading force. Teepee’s aren’t at all part of Korean culture even if Mongols in their land use something similar.
