I don't know. There's nothing stopping them.
I think it's labels are more risk adverse, they see what works, even if it's not achieving the ggs full potential and they stick with it. In a cutthroat fast paced industy like kpop its better to have a steady income rather than high risk high reward. Changing concept isn't the easiest thing in the world and we've seen cases where it hasn't worked out as well (Twice and Gfriend had huge first few years then after their concpet changes they fell off a lot) so it's the old adage of if it ain't broke don't fix it.
I guess SM is still the only big label that is willing to take drastic risks very often. SNSD is the poster child for that but other groups like Shinee, Exo, Rv and supposedly Aespa eventually are groups that also change up things as part of their identity without having the worry of having a huge flop affecting their groups which can kill off smaller labels/groups.
