Voting Rule for AKP SOTY

As we have finished the voting if we follow the same rule we would suppose to have 1 winning song from previous round added to SOTY list as No1 while being replaced by the second ranking song from that month. But since I will do only 10 rounds of voting I would like to hear from you how we should continue the voting.

1. Continue the same rule: One song winning each round making the list the most accurate in ranking. Fair

2. Change the rule: Instead of one song each we got two winning songs from each round meaning the next round will be replaced by two new songs and will have top 20. Not the fairest and accurate but maybe more fun for guessing the order of the two songs

Here is my concern, if we follow the first choice it means the list will be super accurate and the most perfect list but the voters might be able to guess which song already won from previous round making the list a bit predictable but if that is not a big deal for you.

Second choice though still leave you with fun guessing the order of the 2 winning songs but here is my big concern. here is my scenario

Song B

April

Song C

Lets say the result is Song A won first place follow by Song C so if we follow the second rule it means Song B won't have a chance to compete with Song C because there is possibility that Song B can even win over Song C too even being placed second from the month. But if we follow Rule 1 Song B will be added after SOng A won and join the voting so for that we would get a super accurate voting result.
