Because quality has nothing to do with numbers.
It's not wholly irrelevant, their fandoms can stream any song just as well. Babu Monster's DRIP and Kiss of Life's Sticky are charting in the Top 100 hour after hour, day after day while other barely show up because they found an audience on some level.

Most TOP100 songs can Chart for many weeks or months, because most people only listen to the TOP100 songs. They're too lazy to find new songs.
I have multiple playlists with 100s of songs, yet the most listened songs are usually the same 10-20. Streaming platform's algorithm knows exactly what song you need to hear, and even if you listen songs randomly like myself, it's gonna play the most played songs in your playlist. So, yeah, technically it's partially about what people like, but Charting overall is not about quality, it's about trending, and pure fan power, especially the streaming numbers. BIG4 fandoms tend to stream their faves like it's a job.😂
