Isn't it downside itself you can not freely enjoy the money you have whitout being scared somebody may know you have the money?
The IRS would know. They're not money leaching. They're just doing their job as part of the federal government of the United States of America. They respect the law, as they are not above the law just like anyone else.

Charity is just rich men's way of gaining goodwill while turning their dirty money into clean, for example bill gates you mentioned, each of his charity is a circular loop where he actually donates all the money to himself while enjoying tax benefits which comes with charity, and goodwill (well I am not sure if someone actually has goodwill for him though).
Btw you are very generous of you donated but 99% of charity is a scam and 1% which actually does something, dilutes charitable amounts to a degree that it becomes insignificant to the party who actually needs that charity.

I have lot to say on this topic but I would just say, I don't want you to trust bureaucrats they earn in way more legally than they should and illegally is another story.

What's upside if they know?
The Post Office, Military, Education System, Police, Healthcare Industry, Tax Agencies, Home Insurance Industries, and Social Security branches all obtain their money 100% legally.

Then why 34 trillion dollar debt? It never came because you ate two packets of chips instead of one, it's because of them and their unjustified loans which directly helped them, their unjustified and insanely high documentation/permit process and lack of uniformity, each department will require a permit which at the end increase the amount required to do something by 2 times or more. Also they lend money in losing businesses so they can earn some money as return investment, you have to pay for that. It actually doesn't matter where you live geographically or whether you live in monarchy, republic, democracy or dictatorship story is just the same.
