They honestly equally promote b-sides and title tracks and that makes it so the public can decide which single will do better, but both will still do well. Songs with a video are just going to be streamed more, its just the truth.
By calling the first single a title track or b side but letting the public know a second single with a video is coming gives them the ability to listen to the first song and become acquainted with the sound of the record at large before being introduced to something of equal quality.
This is exactly how Western Artists promote albums and in my opinion its smart because you get the physical purchase still, but you double or triple streaming revenue
