The domestic public has lost a ton of interest for idols since the 2nd gen and early 3rd gen, I would argue even most 3rd gen idols have limited name recognition. Outside of the core Kpop fandoms, most people simply do not know the name of even idols from upper tier groups.
The number of real successful soloists who have consistent releases and number of successful idols who have gained recognition for acting have shrunk significantly since the 2nd gen.
How would 4th gen idols even combat this going forward? The options for them seem extremely limited as they progress later into their careers.
