No, it doesn't grow back faster. You just become more aware of it because suddenly there's nothing, so any amount of growth is going to be noticeable to you when it goes from nothing to something.
Plucked/waxed hair does take a little longer to grow back, but that's because you pull the entire hair out instead of just cutting it off at the surface. It takes a little time to make its way to the surface since it's coming from deeper down.
