Is Xbox or PlayStation better in general?

Hmm it depends on your gaming taste. Xbox has Gamepass there are avaliable a lot of different games but Game pass is also avaliable on pc so you really don't have a Xbox to play certain games. It costs $9.99 per month(first month is $1 if you want to try)
For PS there are a lot of PS-exclusive games and you can play them with Playstation Plus just like Game pass,it costs $17.99 per month. In the past games like GoW were only avaliable on PS but recently some PS games have started coming to Steam so I guess Sony made a deal with them (Idk really) anyways my advice is look at both game libraries and decide which library you like better

I have always preferred Playstaion because the games I enjoy are usually PS exclusive releases. I recently got a PS5 and loves it.

A 3050 wont give you anywhere near the gaming experience of a PS5 or XBSX in modern titles or high end games. You'll be limited to 1080p gaming. However it will still have some benefits. A far wider selection of indie title are on PC, cheaper deals and key reseller sites too.
You also have access to the majority of games released in the last 3+ decades still supported in someway on PC.
Benefits of PS5. Much better exclusives and in general it tends to run 3rd party games better. The controller also has duelsense features like haptic feed back and adaptive triggers etc. You can also add VR later for a higher price if it's your thing. Another thing is PS5 has slightly faster storage than XBSX, but actually has a smaller NVME SSD inside so on PS5 you get around 680GB usable storage, vs XBSX that has around 840GB out of the box.
However Playstation supports after market additional storage and you can use any brand. So you can add 2TB extra for like 130 quid easily, on XBSX you have to use officially licensed expansion cards which can cost over 300 just for 2TB extra.
XBSX benefits are still good though, generally Gamepass is a lot better than PS+ and has a lot more games. You also have Quick Resume which allows you to dock 5 games at a time and quickly switch back and forth between them without saving, losing progress or having to close them down. This also works when you shut down the console or lose power quick Resume still has your spots saved.
XBSX also has a far far higher range of supported backwards compatible games for XBO and 360 than PS5 does for PS3 or 4.
Generally in nice to have I find the Xbox controller much much more comfy, but on the flip side my PS5 has far more consistent and fast DL times.
Other things to consider is XBSX has some issues enabling VRR and HDR at the same time over resolutions below 2160p, so if youre at 1080p or 1440p PS5 is a lot more consistent. XBSX also has very very slight, but noticeable controller input lag when using it with Dolby Vision. Xbox has better overall media usage than PS5 imo.
It's a tough call. All I can say is I have had a lot better 'highs' on PS5 with their exclusives like Ragnarok, Forbidden West, The Last of Us, etc but I have spent more time playing my Series X since gamepass never really leaves me without anything to play you know?
